■ The requirement to share data between companies registering the same substance is one of the fundamental aspects of the REACH Regulation. By doing this, registrants can reduce the costs and avoid unnecessary testing, especially on vertebrate animals. An important step towards successful REACH registration is getting organised with your co-registrants. How this is done depends on whether the substance is already registered or not. Setting up the cooperation is the third phase of the REACH Roadmap for 2018.
If no registration for the substance exists, co-registrants have to set up a new substance information exchange forum (SIEF). A SIEF is a specific group that registrants and pre-registrants of the same substance are part of. They share data for the REACH registration in the SIEF. This means, among other things, agreeing on practical ways of working together, sharing available scientific data and deciding how to fill data gaps before preparing and submitting a joint registration dossier. Companies also need to share the costs in a fair, transparent and non- discriminatory way between the members of the SIEF.
If the substance is already registered, it is likely that the preparatory work has been done and new registrants can contact the SIEF to become part of the joint submission. They will have to negotiate to get access to the data they need and take part in sharing the costs. Registrants should avoid new tests by making full use of alternatives to animal testing. They should also be aware that ECHA will not accept registrations where data has obviously not been shared. As for data available outside the SIEF, ownership must be respected and compensated for.

A webinar on the third phase of the REACH 2018 Roadmap took place on 2 March and a recording is also available on line. It gives companies companies an understanding of the tasks that the SIEF needs to carry out to prepare a registration dossier. It also explains what fair, transparent and non-discriminatory data and cost sharing mean in the context of REACH and the new Implementing Regulation on the joint submission of data and data sharing.
BACKGROUND
The last REACH registration deadline will be on 31 May 2018. This deadline concerns companies that manufacture or import chemical substances in low volumes, between 1-100 tonnes per year.
ECHA's REACH 2018 Roadmap splits the registration into seven phases and describes the milestones of each phase and support that the Agency plans to give to registrants. Companies should start their preparations early enough. ECHA's REACH 2018 web pages serve as a one-stop-shop for all material to help companies prepare.

Così facendo, gli interessati possono ridurre i costi ed evitare ulteriori test superflui, specialmente su animali vertebrati. Un passo importante per una registrazione REACH ben orche- strata è l’organizzazione di coloro che registrano le sostanze. La modalità con cui questo processo viene ese- guito dipende dall’eventualità che le sostanze stesse siano già state registrate oppure no. L’impostazione della cooperazione è la terza fase della Roadmap REACH per il 2018.
Se non esiste alcuna registrazione della sostanza, l’interessato alla coo- perazione dovrà impostare un nuovo forum finalizzato allo scambio dei dati relativi alla nuova sostanza (SIEF). SIEF è un gruppo specifico di cui fanno parte coloro che hanno già registrato o chi non ha ancora registrato la stessa sostanza. Essi condividono i dati per la registrazione REACH in SIEF.
Ciò significa, fra l’altro, accordarsi sulle modalità attuative del lavoro comune, condividendo dati scientifici disponibili e decidendo come inserirne di nuovi prima di predisporre e sottoporre un dossier comune di registrazione.
Le società devono inoltre condividere i costi in modo equo, trasparente e non discriminatorio fra i membri di SIEF. Se la sostanza è già stata registrata, probabilmente il lavoro preparatorio è già stato eseguito e i nuovi interessati alla registrazione potranno contattare SIEF per partecipare alla presentazio- ne del dossier. Dovranno accordarsi per avere accesso ai dati di cui hanno bisogno e partecipare ai costi.
Questi eviterebbero di eseguire nuovi test trovando delle alternative ai test sugli animali. Saranno anche infor- mati del fatto che ECHA non accetta registrazioni i cui dati non siano stati condivisi. Per quanto riguarda i dati di- sponibili da fonti esterne a SIEF, dovrà essere rispettato e compensato il diritto di proprietà.
I consigli pratici per SIEF e per l’accor- do con chi ha già eseguito la registra- zione sono disponibili sul sito ECHA. Lo scorso 2 marzo è stato divulgato un corso webinar sulla terza fase della Roadmap REACH 2018 la cui regi- strazione è disponibile online. Questo fornisce alle società dati relativi alle istruzioni di SIEF per preparare un dossier di registrazione. Inoltre spiega il significato di equità, trasparenza e non discriminazione della condivi- sione di dati e costi nel contesto di REACH oltre alle nuove normative di Implementazione sulla presentazione congiunta dei dati e della condivisione dei dati.

La scadenza della registrazione REACH sarà il 31 maggio 2018. Questa data interessa le società che producono o importano sostanze chimiche in volu- mi ridotti, fra 1-100 tonnellate all’an- no. La Roadmap REACH 2018 di Echa suddivide la procedura di registrazione in sette fasi, descrive i principi cardi- ne di ogni fase e supporta i piani di lavoro da assegnare a chi registra le sostanze. Le società devono avviare il lavoro di preparazione in tempo utile.
