On 1 June, it will be 10 years since one of the most groundbreaking pieces of legislation entered into force. Over 40 pieces of legislation across Europe were replaced by this single law, which also brought the European Chemicals Agency to the beautiful city of Helsinki. For those of us working in ECHA and many of you working in your organisations, they’ve been a roller-coaster ride – some ups and downs, plenty of challenges, some white knuckle moments and a great deal of satisfaction. What the implementation of REACH has meant and means?
Well the aspirations could not have been higher – to significantly improve human health and the environment, encourage innovation and keep the EU’s chemical industry competitive.
The bar was set very high, but all the evidence points to us having made a positive start. This is incredibly impressive given that the responsibilities placed on industry, the Member States and ECHA were all new.
We learned together by doing and actually we have come a very long way together.
Today, the goals are the backbone of our everyday work. We are making progress in reducing the risks of hazardous chemicals in Europe, and there is increasing evidence that legislation and innovation can go hand-in-hand. Developing safer chemicals to replace harmful ones is good for all of us
Il primo giugno saranno 10 anni dall’attivazione di uno dei più innovativi regolamenti europei.
Oltre 40 legislazioni in Europa sono state sostituite da un unico regolamento che ha determinato anche l’esistenza dell’Agenzia Europea per le Sostanze Chimiche (ECHA) nell’accogliente città di Helsinki. Sono stati 10 anni molto intensi, paragonabili a una corsa sulle montagne russe: tanti alti e bassi, sfide continue e una grande soddisfazione finale. Cosa ha significato e significa l’implementazione del regolamento REACH?
Le aspirazioni erano e sono altissime: migliorare
sensibilmente la salute dell’uomo e dell’ambiente in cui viviamo, incoraggiare l’innovazione e mantenere l’industria chimica europea competitiva. La sfida è impegnativa, ma tutto fa pensare che è stata affrontata nel migliore nei modi. Ciò è estremamente esaltante considerando il carico di nuove responsabilità con cui l’industria, gli Stati Membri dell’Europa e l’ECHA hanno avuto a che fare; abbiamo imparato lungo il nostro cammino e insieme siamo arrivati molto lontani.
Oggi, le stesse aspirazioni e obiettivi sono il pane del nostro lavoro quotidiano. Insieme, stiamo facendo progressi nel ridurre i rischi legati alle sostanze chimiche pericolose. Inoltre, abbiamo maggiore consapevolezza del fatto che l’innovazione può andare di pari passo con l’implementazione del regolamento REACH. Sviluppare sostanze chimiche alternative per sostituire quelle più rischiose per l’uomo e l’ambiente è un obiettivo comune a tutti, considerato che dà anche vantaggio alle compagnie produttrici nel mercato globale.
E’ importante sottolineare che per gestire i rischi in Europa connotati a certe sostanze chimiche abbiamo bisogno di informazioni affidabili sulle loro proprietà e sul modo in cui tali sostanze vengono utilizzate. Tali informazioni sono fornite dalle compagnie che registrano presso l’ECHA le sostanze chimiche che producono o che importano nel territorio europeo.
